Jakarta, Kemdikbud --- Hasil audit BPKP menunjukkan, tunggakan utang tunjangan profesi para guru yang belum dibayarkan dari tahun 2010-2013 sebesar Rp. 4,31 triliun. Jumlah tersebut jauh berkurang dari perkiraan sebelumnya yaitu sebesar Rp8 triliun.

Menteri Pendidikan dan Kebudayaan (Mendikbud) Mohammad Nuh, mengatakan, total sisa lebih pembiayaan anggaran (Silpa) yang berada di kabupaten kota sebesar Rp. 6,068 triliun. Dana tersebut seharusnya untuk pembayaran tunjangan profesi guru yang masih menjadi utang dari tahun 2010-2013.

“Jadi saldo Silpa itu masih ada Rp. 1,7 triliun lagi, dan memang benar uang itu masih ada di kabupaten kota,” tegas Mendikbud usai meluncurkan SBMPTN 2014, di Kantor Kemdikbud, Jumat (21/03/2014) malam.

Mendikbud mengatakan, meskipun dana tersebut tersebar di kabupaten/kota, ada juga kabupaten/kota yang benar-benar tidak memiliki Silpa. Akibatnya, kabupaten/kota tersebut tidak bisa membayarkan tunjangan profesi para guru di daerahnya. Dari kabupaten/kota yang kurang itu, Kemdikbud telah mengalokasikan Rp. 598 miliar di 2014 ini, untuk membayar hutang 2010-2013.

Untuk daerah yang memiliki Silpa, Mendikbud menegaskan akan segera menyelesaikan tunggakan utang kepada para guru. Kemdikbud, kata dia, berkoordinasi dengan Kementerian Keuangan, Kementerian Dalam Negeri, dan BPKP. “Segera kita selesaikan, tinggal menunggu peraturan menteri keuangan (PMK) nya saja untuk memakai silpa-silpa itu supaya bisa digunakan untuk utang piutang itu,” katanya.

PMK direncanakan rampung bulan ini (Maret). Dengan keluarnya PMK memiliki dasar hukum untuk menyalurkan dana tersebut kepada para guru yang berhak. “Selama ini kan mereka (daerah) tidak berani menggunakan anggaran tersebut karena merupakan anggaran tahun 2010. Dengan PMK, maka kabupaten/kota harus mencairkan,” katanya. (Aline Rogeleonick)
